Unlike some other countries, in Germany the change in the composition of a solid national soccer league is really slow. The Bundesliga was not made until 1963 and also the organizational structure of the national soccer league is still natural today. The league was built by the German Football Association, but is currently operated by the Deutsche Fußball Football League.

Before forming the Bundesliga, football in Germany was played at an amateur level in most sub-regional leagues, until in 1949 semi-professional leagues were introduced in half sessions and only five Oberligen (English: Premier League) were available. Regional champions and runners-up play a series of play-off matches to be able to compete in the final match in the national championship. On January 28, 1900, a national association, the Deutscher Fußball Bund (DFB) was built in Leipzig with 86 club members. VfB Leipzig was the first club to win the first national championship by beating DFC Prague 7-2 in a battle played at Altona on May 31, 1903.

In the 1950s, there began to create integrated professional leagues, specifically because professional leagues in several other countries began to attract the best German players from domestic semi-professional leagues. At the international level, the German national team game began to unstable and challenging fate. One important sympathizer of the important league ideas head of the national team, coach Sepp Herberger explained, “If we want to continue to compete with the international, we must increase our goals at the national level.”

In addition, in East Germany, a separate league was established by forming the DS-Oberliga (Deutscher Sportausschuss Oberliga) in 1950. This league changed its name to the Oberliga DFV Football in 1958 and also can only be used for DDR-League or DDR-Oberliga. The league is divided into 14 clubs with two setbacks. The defeat of the German national team by Yugoslavia (0-1) in the 1962 FIFA World Cup quarter-final match in Chile was one of many struggles for the formation of the national league. Under the new DFB President Hermann Gösmann (elected that day) the Bundesliga was made in Dortmund on July 28, 1962 and will begin in the 1963-1964 season.

At that time, there were five Oberligen (Indonesian: Important League) in the West, South, West, Southwest, and Berlin West Germany representatives. For a moment in East Germany a separate league arrangement was kept. Around 46 clubs were accepted to enter the new league. Furthermore 16 clubs were drawn based on their success on the field, economic requirements as well as representatives from several Oberligen.
